The Albany County Public Library Foundation was established in 1978 to raise and hold funds towards the building of the "new" library. After the building was completed in 1981, the Foundation role was expanded to include:
• Purchase of books, equipment and other materials
• Education the public on the use and function of library facilities
• Promote increased literacy in Albany County
• Enlist public support for major capital projects at the library
In 2005, the foundation hired its first executive director.
Donations may be made to the following areas:

Endowment Fund – created through the Wyoming Library Endowment Challenge passed by the state legislature in 2008. All contributions have a 3:1 match.

Trust Fund— restricted use with annual contributions to the library

General purpose fund --general usage by the foundation

Six restricted funds for various projects and programs
The Foundation supports library programs and also organizes programs that fall under the aegis of the foundation’s mission. These include SpeakerSeries and the Tax Aid Wyoming providing free income tax filing assistance for low income residents.
Since 2005, the foundation has been instrumental in the following projects.
• Air conditioning the library
• ADA compliant doors
• Elevator replacement
• New van for homebound delivery
