The Albany County Public Library Foundation was established in 1976 to raise and hold funds towards the building of the "new" library. After the building was completed in 1981, the Foundation role was expanded to include:
• Purchase of books, equipment and other materials
• Education the public on the use and function of library facilities
• Promote increased literacy in Albany County
• Enlist public support for construction and maintenance of the library
In 2005, the foundation hired its first executive director and the foundation became a stand-alone organization dedicated to raising money and advocating for the library. The foundation also serves as a pass though for grants and makes an annual contribution to the library.
Donations may be made to the following areas:
• Trust Fund— restricted use with annual contribution of 5% to the library
• General purpose fund --general usage by the library
• Endowment Fund – created through the Wyoming Library Endowment Challenge passed by the state legislature in 2008
• Adele Russin Fund – a memorial fund that purchases large print books for the library
The Foundation supports library programs and also organizes programs that fall under the aegis of the foundation’s mission. These include SpeakerSeries and the TaxHelp Wyoming providing free income tax filing assistance for low income residents.

• New van for homebound delivery
