State assessments for minerals and industry and assessor’s certification of value are firm. 

County Assessor reports the assessed valuation for the county.  The state sets the valuation for minerals and industry, including oil & gas, electric, telecommunications, airlines, cellular and mineral production beyond oil & gas like gravel and slate.  The total value of a mill is now known.
